Not able to open the Arduino 2.3.7 with above error log in power shell.

You seem to have issued the command (points 6 and 7 in post #2) incorrectly in powershell.

The & seems to be missing and you need the double quotes.

Not sure if I can help.

The IDE needs internet access the first time to install some additional stuff. Once that is all sorted the IDE does not need internet access although it's convenient.

  1. Is the computer connected to the internet?
  2. Is there anything special about your network setup
    • Corporate/school network?
    • Corporate computer?
    • Anything else that you can think of?

I've split your question from the existing topic.

Sort that and it will (hopefully) work without additional issues.

If you want to install libraries without having internet access you will need to download the ZIP versions of libraries using another computer that has internet access and next transfer them to your computer with the IDE.

If you want to install additional board packages (e.g. for ESP32, STM32, ...) you can install them first on a computer with internet access (running the same operating system) and next transfer the installed files to the computer without internet access.

Hence internet access is convenient.
