Using Arduino to boot/auto turn on a laptop pc

Okay, so here's the squeeze. I'm currently trying to set up a 2 in 1 laptop (the screen portion to be specific as the base is just a 'dumb' unit) to act as my cars dash/interface.

The main goal is to have the system boot when the vehicle is on accessory and past that obviously. I do know I'll most likely have to do some soldering and such to make this all work, but I'm not to sure what I can use/go with in order to best accomplish that goal.

I've seen arduinos used in some applications for remote booting and such, so I know its feasible.

The laptop will be connected to the car via a hi speed usb into an OBD port, enabling the unit (which will have software to allow proper operation/communication to the cars ECU) to act as a diagnostic and monitoring tool.

feedback and opinions are also welcome as I would like to go about this as reasonably sound as possible.
