Counting low voltage pulse frequency

Hello all, I need to measure some pretty low voltage pulses from a sensor. The sensor alternates between about 46 mV and 700 mV. The expected frequency of pulses is from maybe 1 Hz up to (at a guess) 100 Hz. The 700 mV pulse seems to be too low for the various Arduino frequcny functions to detect. Can anyone recommend an approach to the problem? Matt

Looking at the pinout of the unit;

If the unit is supplied with 8V and gives 0 to 5V pulses out, there is possibly some active electronics inside the unit.
This makes sense because of the long wires needed in a marine/mast mounted environment.

Have you tried connecting 8V and measuring the pulse output with a DMM, with respect to the shield, as you rotate the vane by hand?

With your 393 circuit, have you set it up with hysteresis to help minimise noise?
