When I am using the boost converter XL6009 and setting its output voltage to 18V which is verified with a multimeter but when I connect the outputs of the boost converter to the L298n motor driver (12V and GND) respectively its output voltage drop to 3-4V what could be reason for that
Because you are overloading it, or overloading the its own supply. Without full details of all the hardware not easy to say anything else useful.
A guess is about the best you will get. Post a schematic with all connections on it as well as links to each hardware device that gives design/technical information. Also show what points you are measuring and what is your reference point (should be ground).
