Your Arduino should be able to take 12V as power supply (it has a built-in regulator), so you can use the same 12V supply to power both. Then use the Arduino to switch a MOSFET which in turn switches the fan. There is no regulator in a normal 12V splitter cable. That's just wires and connectors.

Use one 12V power supply. Bring 2 lines out from the positive. Use one line as you have been for the fan. Put the other into a buck converter and bring it down to 5V for the Arduino.
