Depends on the actual path of the short circuit, if through output pin(s) then there is a good chance of damage to the chip. If however it's just Vcc, like the 5V shield pin to ground then most likely no damage as if USB powered there is a 500 ma thermofuse that will open and if powered via the external power connector then the on-board +5vdc voltage regulator will just shutdown until the short circuit is removed.
