Hello,
I am trying to build a universal remote with the Arduino that will, upon hitting a button, start trying remote signals and you will know it has found the right signal when the TV turns off.
Does anyone know how I can do this or of any projects online that do this? Thanks so much!
This has been done before and is also available as a commercial product.

I have seen a few products like that but I want to make one aid the Arduino myself.
Just google it.

This library should give you the ability to act as both a receiver and a transmitter for IR signals: http://www.righto.com/2009/08/multi-protocol-infrared-remote-library.html . It has examples to do reading and writing.
Alternatively, you can get a Simrec SIS-7C, which can record up to 7 button presses, and then it will raise one of 7 pins, when that button was pressed: http://www.simerec.com/SIS-7C.pdf . Sparcfun sells the SIS-2C, which is cheaper but only listens for 2 keys: Programmable IR Receiver - SIS-2 - SEN-08753 - SparkFun Electronics .
