arduino uno not uploading code

hello i am new here and new to Arduino. i am having issues uploading code i have tryed and tryed and still can get it to work when i uplode code it gives me this error

avrdude: stk500_recv(): programmer is not responding
avrdude: stk500_getsync() attempt 1 of 10: not in sync: resp=0x00

i just cant get it to work for the life of me anything will help

things i have tryed

1. new usb
2. different usb port
3. connecting gnd to reset and TX to RX and making sure everything i type in to serial monitor echos back (it dose)
4. tryed burning boot loader it dose nothing
5. it is the right port
6. and the right board

please help

When you said you reburned the bootloader - was the process successful?

i do not get any blink when i hit the reset button

i do get it when i try to upload

no the boot loader burn was not successful
