Arduino UNO R3 pin 13 LED always stays on

Hello guys,
I recently bought an Arduino UNO R3. Everything was going well (pin 13 was flashing and I was able to program it). But recently when I plugged it in, the pin 13 led always stayed on and I couldn't do anything with Arduino at all. Also I noticed that when I put the external LED in the pin 13 (shorter goes to the ground) the light turns off (you can see it in photos)
So how can I fix it?
