Arduino UNO R3 pin 13 led is always on

hello everyone I'm still a beginner i just got the Arduino UNO R3 it is originally made in Italy. When I plug it the pin 13 led is always on.

I'm following Paul McWhorter tutorials i'm at number 12 understanding the potentiometer when I plug the GND (i have a 10k with the 3 pins next to each other ) it shuts off the Arduino when the potentiometer is all the way counter-clockwise is it normal?
can i fix it?

No, that is not normal. I think that is shorting the power supply. Check your wiring again.

i did double check reconnected the wires still same problem

Can you please post image(s) of your project so we can see your component layout?

It sounds like you have the potentiometer wired incorrectly.
Do you have a DMM?
