Arduino Uno uploading fail (Windows 10) and reset button issues

I've finally got the drivers issue solved, but now I'm having issues getting the Blink test sketch uploaded. Every time, I get this error:

I haven't uploaded anything to this board yet, since it just doesn't work.
I received it two days ago, so the board is very new.
The reset button also seems to be not working, as when I press it, the L light doesn't flash at all. Is that a common problem? How do I fix it?

I have the Arduino Uno R3, from the Starter Kit!

In this case, once you have solved the problem with the driver, I can think of only 2 options - a bad connection with the board or something burnt on the board. Since you say the LED is no longer flashing, the microcontroller is most likely burnt.

The light is on, it just stays on. It doesn't flash or turn off.

There are 2 lights of interest here, ON and L. Which one is on?

Did L constantly blink the 1st time you plugged it in.

Both of them are on, and no, it didn't. Was it supposed to?

They usually come with the Blink sketch installed, but not always. The Blink sketch will make L constantly blink

Ah, makes sense. No, it didn't. That's what I was trying to upload.

I find it odd that L stays on at powerup. Pins usually default to inputs. Meaning L should not turn on until the code runs to set pin 13 to output and set it High.

The L light turns on as soon as I plug it into my computer.

I stand corrected. I pulled out my real Uno R3, not a clone, uploaded a blank sketch and both lights are on

Does L flash when you press reset?

No. Nothing happens. And uploading is part of the issue, I can't do it.

I understand that. I wanted to put mine in the same state as yours, blank.
