I have a new at mega 2560 controller. How do I program the fuse bit using usbasp? Please help me with this problem. Any advice would be appreciated.

The normal way to set the fuses on a AVR based microcontroller (like your Mega2560) is to burn the boot loader using a programmer. That will set the fuses of your 2560 for memory size and frequency the same as for an Arduino Mega board.

I made a fuse bit Low and High burn diagram using usbasp and arduino uno. After trying, it was shorted to 5v and ground. I don't know why
