Avrdude: ser_open(): can't open device "\\.\COM3": The system cannot find the file specified

Hey. I just purchased a new computer and bought an arduino tried to upload a blink skecth didnt work. Then tried to plug it out and in again. Didnt help tried other ports on the computer still nothing I have the driver installed and all of my usb ports are working fine. I am not using any usb Hubs or anything nothing is connected to my arduino except usb cable and yes it is a data usb cable. I have win 11 on my PC. I tried the board on another computer which has another OS Mac to be precise. And was able to upload a code there so the hardware is working. I tried another arduino board as well same issue. Device manager recognises my device as arduino uno but has a warning sign next to it. Could some one help me with this issue thanks in advance.

UPDATE!

I just had it working with these steps here there was an exclamation point by the arduino uno but it got fixed. And most importantly I can upload any code now. I was dealing with this for hours but after this post find the solution.

from there I followed step 3 (you have to be very careful!!!) which lead
