I'm doing a project on detecting the distance of a liquid(any type of liquid) to check for dispenser of the same, Whether should I choose ultrasonic sensor or rangefinders? My range is typically from 0.5cm to 500cm, Which one will be accurate and suits for purpose of stopping a water pump by quick calculation of distance within fractions. I have budget around 10K INR, Please recommend me a device that suits best.

Welcome to the Arduino forum. Very interesting project. You should choose the liquid very carefully because many will vaporize before going that far. Also, do you understand how ultrasonic sensors work and how rangefinders work? In either case, is there some solid wall or surface that the liquid will hit?
You topic does not seem to indicate problems interfacing with a PC and therefore has been moved to a more suitable location on the forum.
This sounds like a commercial application, not a hobby project, is this correct? Assuming I am correct I suggest a COTS (Commercial Off The Shelf) sensor. Check this link: Level Sensors | KEYENCE America In the end I believe you will not make much of a dent in your budget.
