I am looking to build this lighted sign, but have never worked with LED lights or Arduino boards. Just wondering if this is is possible? Thank you for any input and suggestions.

Yes, but bear in mind that you will need a substantial power supply to provide the necessary current
The easiest way to create the logo would be to use Neopixel LEDs even though colours are not seemingly required
If you want addressable LEDs NeoPixels (WS2812 and similar) are usually the easiest way to go. They are daisy-chained and serially-addressed and you can control an almost unlimited number of LEDs with one data-line from the Arduino. The LED strip just has 3 connections for power, ground, and data.
There RGB, RGBW, and white versions.
There is another version that Adafruit calls DotStars that add a clock line. That simplifies programming/addressing, but you'll be using a software library for the "hard part" anyway.
There is also a 3-wire shift-register method of controlling multiple LEDs/lights. I've got a sound-activated effect that controls 48 LEDs with an Arduino Uno this way. (I'm using special LED-driver shift registers.) If you wanted to make a "full Kiss concert-size" display you can use this method with solid state relays added to control full-size light bulbs!
...Looking at the animation, some of the lights appear to be grouped so they may not be 100% individually-addressable.

Yes, this will be a 4-foot X 8-foot sign. I will have the physical sign part made.
Personally I would make each of them individually addressable to keep things as flexible for possible for future changes
