I need a charger board for a 4S battery pack (probably made of 14500s). Protection circuitry would be a big plus. Current drawn could be up to 5 amps worst case, but probably more like 3 amps.

That is just a protection board i think.
You really need a balance charger for lipos.
Any idea if a balance charger is available in the form of a bare board? Something like a TP4056.
NO They are only suitable for single cells.
For multi cell configurations it is possible to build them but these days does not make economic sense as multi cell chargers from china are very cheap.
For a large market OEM product it may be worthwhile but for a one off you cannot beat an off the shelf china solution.
