Cloud fpv system development for drone

Hello, i am curious to how i can make a clod fpv system for my project. I want to be able to get a live feed from onboard camera using 4g connectivity and control the device through the network with unlimited range, like i can control it 500 miles away as long as there is 4G or 5G. My concern is the modem i want it embedded in the board(a custom design )where i can put in any SIM card and get connected.

NB: I saw a cchinese company cloudrc have this but i am not sure how they made the modem or what chip they use, if you have a know about will happy to hear from you.

A challenging project, with obvious military and/or illegal applications.

Given the obvious security implications, one does wonder what the legitamate use of such a project would be.

Would any countries approve of this type of project, on their home ground, without extensive licensing and control ?
