Comment/Uncomment found on two shortcuts

Hi, is it intended that Comment/Uncomment can be done from both CTRL+ä and CRTL+' ? Maybe this is a bug when using nordic keyboard layout?

This is default for me but it can also be triggered with CTRL+' (the button to the right of [ ä ])

Then the edit window mentions the [ / ]. Well we don't have that key. It's located on [ 7 ] so it's a bit confusing.

Then when I change it to [ ä ] it sais this:

### Describe the problem By default the IDE uses CRTL+ä for Comment/Uncomment…. ![image](https://user-images.githubusercontent.com/47824774/202657786-6d1f055a-a547-4ca3-bdb4-c253f50942d8.png) It works but I noticed that also CRTL+' works for Comment/Uncomment. This can also be reproduced by using the On Screen Keyboard in windows 10/11 Instructions for Win10: 1. **START** => **SETTINGS** => **Time & Language** => **Language** 2. Select your preferred language in the list. Let's say English (United States) is selected. 3. Press **Options** 4. Press Add a keyboard, and add Swedish or Finnish QWERTY. They are identical. Now this can be tested in the Arduino IDE. 1. Start the Arduino IDE and choose **File**=>**Advanced**=>**Keyboard Shortcuts** 2. Now open the On Screen Keyboard by pressing **[WINDOWS button]+R**, write osk.exe and press enter 3. Make sure Swedish or Finnish is selected as the keyboard language by pressing **[WINDOWS button]+SPACE** 4. Double click on anything in the list and empty the textbox in the popup window 5. While having the textbox selected, use the OSK and press å or ä or ö with the mouse pointer ### Expected behavior It would be less confusing for the Nordic countries if their keyboard layout was supported. ### Arduino IDE version 2.0.2 ### Operating system Windows ### Operating system version 10 ### Additional context Tested with a Nordic (includes Å Ä Ö keys) Logitech k830. å ä ö doesn't work in a keyboard shortcut. The [ ä ] key is on the left of [ ' ]. / doesn't have it's own key and is accessed with SHIFT+7. ### Describe the problem Arduino IDE 2.x allows full customization of keyboar…d shortcuts via the "**Keyboard Shortcuts**" view (**File > Advanced > Keyboard Shortcuts**). The "**Keyboard Shortcuts**" view contains a list of "commands", which come from two sources: - The [**Eclipse Theia** IDE framework](https://theia-ide.org/) Arduino IDE 2.x is built on (and the [**VS Code**](https://code.visualstudio.com/) application Theia is based on). - Arduino IDE 1.x 🐛 Some of these commands are redundant: - "**Toggle Line Comment**" / "**arduino-toggle-comment**" The list above is incomplete. A comprehensive review must be done of all keyboard shortcuts. ### To reproduce 1. Select **File > Advanced > Keyboard Shortcuts** from the Arduino IDE menus. A "**Keyboard Shortcuts**" view will open in the main panel. 1. In the "**Search keybindings**" field of the view, type `Toggle Line Comment` 1. Take note of the keyboard shortcut shown under the "**Keybinding**" column (e.g., <kbd>**Ctrl**</kbd>+<kbd>**/**</kbd>) 1. In the "**Search keybindings**" field of the view, type `arduino-toggle-comment` 1. Hover the mouse pointer over the row for the "**arduino-toggle-comment**" command. 1. Click the pencil icon that appears on the left side of the row. 1. Change the value of the field to something unique (e.g., `CtrlCmd+Alt+Shift+/`). 1. Click the **OK** button. 1. Select a sketch editor tab. 1. Press the keyboard shortcut for the "**Toggle Line Comment**" command. 1.
