convert low frequency by high frequency

We are looking for a solution capable of converting a signal 400-700 Mhz into 2.4 Ghz. Indeed, we would like to provide our value-added solutions via the TV frequencies to avoid interference.

Our subscribers use the smartaphones hence the need to transform the TV signal in wifi at home.

What you described is simple frequency translation using a mixer and an oscillator. What you then describe is extracting the data from one signal, add some processing, and then modulating a second signal with the modified data. Totally different technology. Wonder what you really want?

If you merely wish to transpose the carrier frequency it's not too bad. But if the modulation scheme is different that's a different story...

as for the legality you'd have to look at your local regulations.
