Latest does not exclude posts that you've read. Each time there is a new post or reply(that you have not read) to a post, it goes into the new list.
I just have new on by default and only go to latest when I am looking to find a post again, after I've read it.
If you're not interested in the remaining 'new' topics (e.g. they include the international sections), dismiss them. I only visit certain sections for 'unread' and 'new' topics; the remainder I dismiss.

So Latest does not include international then? If so, why does New? Wouldn’t it be more logical to have an option ‘Englsh Only’ that applies generally?
"New" are only new
"Latest" are new and updated
Latest and New include Int'l.
Block the international categories on your profile and it will automatically translate to new and latest.
