This circuit is not related to BLDC motors at all, that's the job of the secret (omitted) motor controller. The circuit only produces a DC voltage from a PWM signal.
The circuit shows weird behaviout. If the capacitor is loaded by 2k and unloaded by 30k, plus an unknown input resistance of the controller, the circuit is quite nonlinear in time with varying duty cycle. It will be hard to e.g. implement a PID with that behaviour.
