If yes, can anyone suggest a suitable sensor that is compatible with ESP 32?
If not, what is the practical way for dust detection by the solar panel cleaning robot?

Check out this link for dust sensors and how to use them.
if you want to detect if the panel has "dust" stuck onto it, you can't really use a usual dust sensor as they are meant to detect the presence in the air around the sensor of small particles.
An obstructed or covered in dust solar panel would show degraded performance ➜ you can compare its real-time voltage and current to expected values and a significant drop suggests an issue.
