EEPROM with ARDUINO UNO, avrdude: stk500_recv(): programmer is not responding

Hey, I have a doubt regarding the eeprom on the arduino Uno.

So I was uploading the code with small changes in PID values only, and when I upload more than twice, I get this issue. I was wondering if we have to clear eeprom before every upload. Is that how we are supposed to use it?

No there is no need to clear the EEPROM before an upload... whatever you mean by that

Oh okay thanks a lot. I did mean exactly that. Its just that when I upload the code into this, this error seems to happen. And the same code was working before so...

this is just an error that says the IDE could not find the Arduino when trying to upload the code... for whatever reason.
