the ESP32-CAM has a hardware serial port which you can use to communicate with a GPS
this is a simple program which communicates with a serial device connected to pins 14 and 15

any idea what baudrate the GPS uses?
if you connect the GPS to pins 14 and 15 and set the Serial1 baudrate to that of the GPS you should see the NMEA data
once that is working you can add the serial code to your webpage code, parse the NMEA data for what you require and enter it onto the webpage HTML

I am not using any sd card.
Maybe not but I see from your code (so helpful to post code) that you are using the pins that would be free if your not using the SD for motor drives, so they are not free for the GPS.
You can run the GPS on the RXD0 (3) and TXD0 (1 ) pins but you will need to disconnect the GPS when uploading programs, and you loose the prints to the Serial Monitor.
If you dont need the White LED, you could use that pin for the GPS RX and you would keep the Serial monitor prints.

Start up Serial2 like this;

I have written a program that uses an ESP32CAM as a high altitude balloon tracker, it works, should be ready in a couple of weeks.
The ESP32CAM wakes up from sleep, reads the GPS, takes a picture with the camera, saves it onto the SD card, then transfers the image taken via LoRa to another ground based Arduino where its saved on to SD card and transferred into a folder on a PC. And just before the ESP32CAM goes back to sleep its transmits its location via LoRa.
