How can I digitally control this AC tension regulator dimmer using an Arduino? My plan was to remove the original manual potentiometer and change it for a digi-pot but unfortunately, there is 110v passing through the potentiometer, what can I do to use this dimmer with arduino? If there is nothing I could do I will just stay with the manual pot and use a relay module to turn it on and off.
What you have is a typical triac dimmer. They are very common. I assume this dimmer can be used with your planned load.
The trick becomes using a basic dimmer like you have and PWM it using an Arduino or similar uC. This is a single example. A simple Google of "Arduino triac dimmer circuit" should find more examples.
There are also off the shelf plug and play solutions like this one which use 5.0 volt logic.
Just make sure whatever you choose can handle your load.

Yeah its construction is pretty bad, Im actually considering buying other model with pwm because of this
Well, just get the cutters / nippers and take care of that QA/assembly 'oversight'.
