I want to measure current and voltage of AC 220V without using CT sensor. I considered AC724, but it seems that voltage measurement is not possible. Is there any IC or module that can measure both AC voltage and current? Thank you.
It obviously also depends on the current range.

Different sensors are needed for current and voltage. For current it is safest to use noncontact methods, and your choices are limited to two: Hall or CT sensors.

you could use the ADE9112, it’s a SPI Σ-Δ ADC which has 2 isolated channels (the ones needed to measure voltage and current) for shunt-based energy metering applications.
I would prefer to use transformers to give you physical Distance from the high voltages , if you are experimenting with stuff it’s much safer - you can put the transformers ( and the cat burden resistor ) in a separate housing.
you could consider just measuring current and assume voltage is fixed value ?
if you want to measure power ,look at meters with pulse outputs - problem solved and no sampling of waveforms to work out power . Ready packaged , accurate , safe
The measured current is about 5 to 10 A.
If you are planning on using n Arduino in your system I don't recommend using any non-isolated device.

the PZEM-004T does have op-isolators between the measurement circuit and the P2 connector to the microcomputer but one is still dealing with mains voltages
when evaluating the PZEM-004T 100A this is the test setup I used
the PZEM-004T is in the white enclosure and a mains isolating transformer is used to supply the test load
Probably no IC can do this. To measure AC mains I use a plug in power supply (aka wall wart) with an AC output. Then all you have to do is measure the output of this supply. Much safer than direct.
