I am new with arduino need help

I am new with arduino and I have wondering if someone can help me on my project

I have a spinning wheel witch on specific degree have to turn a servo motor.

I draw simple how it is going to work

and if you can recommend me some none touch sensors

Magnets and hall effect sensors.

That's pretty much the standard for that sort of application.
