Can you put a float switch in the tank?
Does the tank contain water? Or does it contain some other liquid?
Can you suspend an ultrasonic sensor above the liquid? That is, is the tank open at the top?

The more details you can provide, the better the suggestions that you'll get.

tank is closed and it is filled with water i can not use ultrasonic sensor

You can put a pressure sensor in the bottom of the tank, compare that with barometric pressure and you know how much water is above your pressure sensor. That's assuming you can lead a wire into that tank. Can give you very high accuracy.

That failing, if the tank is made from non-conductive material, you can place one or more capacitive sensors on the outside. Not so much of a resolution, four sensors can show you 1/4, 1/2, 3/4, 1 full.
