IDE 2.3.4 hangs upon startup in W11 - my fix?

Hi - Upon starting IDE on a new W11 install, the startup logo heartbeats indefinitely, and Task Manager shows ten IDE's running and a hundred spawned Arduino-cli.exe.

When W11 is first installed, Microsoft unethically forces the user to create a MS account at Outlook.com, and does not give you the option to have a local user name. Initially you can't even log into your PC if you are offline and must login to MS first. I somehow managed to get W11 to allow me to login offline. But my login identity remained remote at MS.

Suspecting this to be the IDE issue, I created a local username, and reinstalled IDE and it appears the hanging problem has gone away.

I looked at the firewall setting and it appears that both the IDE and mdns-discovery are unblocked.

Microsoft on W11 tries very hard to stop the user from creating a local login account. If you go to Settings and use that to create a new account, it just creates you another remote account, without informing you about this devious and unethical practice. Imagine all your profile details and password, etc. going up to MS behind your back.

To create a local account, you need to do that the W7 way. Namely through the Control Panel/User Accounts. Even there, it is very obscure and all the obvious commands and buttons lead to a remote login account. I sort of accidentally found the local login link. It is not even a button but appears to be a remote link. However it did create me a local account, after first insisting that I have to supply my email address, which I refused to provide.
