Hi, im electronic newbie,
i bough ardino, soldress breadboard, some small components and TSOP4838, meybe someone used it and know how to interface it with arduino ? It Have 3 legs but i dont know which connect where.

Get the data sheet from:-

Then connect pin3 to +5V pin 2 to ground and pin 1 to an Arduino input pin.

Yep straight in. It's a sensor.
SO whataa is it ?
It is how to wire up the sensor like I told you in words but this is a picture only you don't need the resistor.
Maybe the person who did the picture doesn't understand what they are doing.
