is the IR Library suitable for laser pulsing / modulation, i.e., can a laser be used as an IR LED?

What laser? Which LED? Does you laser operate just like a LED? I don't think it does. Does you laser spec identify any modulation capability? Probably not.

What is you project?

sorry for the late reply. the laser is the one of the attached image.

Not necessarely it shall modulate 38KHz, but something between 400 Hz to 10KHz, changing every 1 to 2 seconds by random, so tampering shall not be so easy....
