Hi, I want to make an ir controller to control things like tv's, projectors, led lights etc but I cant find any information how would I even start.

I assume you know about google. Here's a pro tip: everything you can possibly think of doing with an Arduino has already been done, so adding arduino to even the vaguest search for something will turn up many examples

Of course you will see some very questionable and even dangerously bad designs and software, but it will help get the lag of the land to poke around a bit.

I have an project about this situation yes its possible. You can check this video detailed https://youtu.be/OB4jAc2033o?t=18m2s also you can make your project less cost with attiny 85. But you have to search that mcu a little bit. Also I strongly recommend to you use Arduino IDE version of 1.8.13. This IR libraries are works perfectly this versions. Every project dont forget to control IDE versions. Version iş everything for Arduino projects .
Are you for real? This is a very common project. There are literally hundreds if not thousands of examples out there.
