Library Manager panel bug

Can not get to the install button for the last update in the library manager panel.

The button disappears indeed behind the status bar.
I think there are a few pixels to click the button.

Installation interface of last item in Boards/Library Manager listings is difficult to access

### Describe the problem The IDE's **Library Manager** and **Boards Manager**… list the libraries and boards platforms that are available. Since there are >5000 libraries, and even the primary package index alone contains a significant number of boards platforms, the length of the list will often exceed the vertical display area of the view, meaning the user will scroll down to reach items lower on the list. When the mouse pointer is hovered over one of the list items, a version menu and "**INSTALL**" button are added at the bottom of the item. 🐛 When the hovered item is at the end of the listings, the revealed interface elements are below the bottom margin of the list. The user can not use the scrollbar to make the interface accessible because moving the mouse pointer to the scrollbar causes the item to lose hovered status. ### To reproduce 1. Open the **Library Manager** view in the Arduino IDE. 1. Scroll to the bottom of the list. 1. Hover the mouse pointer over the last item on the list 🐛 The version menu and "**INSTALL**" button are not accessible. 1. In my case, dragging the edge of the Library Manager window to the right exposed the INSTALL buttons.

### Describe the problem The Arduino IDE Library Manager is used to install/u…pdate/uninstall any of thousands of libraries. Each entry includes an "**INSTALL**" button used to install the version selected from the version menu. This view is located in the left side panel, the width of which is adjustable. 🐛 When the panel is sized to the minimum width, the "**INSTALL**" button of certain entries is either clipped or completely hidden by the bottom border of the entry. ### To reproduce 1. Maximize the IDE window. **ⓘ** See the information under the "Additional context" section to learn about the relation of the problem to window dimensions. 1. Open the "**Library Manager**" view. 1. In the "**Filter your search...**" field, type `tensorflow` 1. Hover the mouse pointer over the right border of the left side panel. 1. The problem occurs at the default 100% scale on my 1920x1200 display with the window maximized. On my 1366x768 display, the problem only occurs at scaling values of 60% and lower with the window maximized.
