Can this circuit be powered by the +5V supply from an arduino?
I know Op-amps have high input impedance at the inverting and non-inverting terminals. But what about the + and - voltage terminals? Will they draw too much current?

You just have to read the 'source current' spec in the op-amp datasheet.

But for information: LM339 is a Comparator:
Compares two analog voltage values and gives a digital output HIGH or LOW, 1 or 0
LM339 has 4 comparators in one package.
