Does it have to be radar? Would sonar do what you want? Arduino boards are capable of working with ultrasonic senders and receivers.

Considering that RF signals at least in australia are band restricted and power restrictions apply, you can get around it by not emitting signals into an area where they affect others and are detected for a desk test it is not really an issue

It was more an interesting proof of concept to try with RF because i know ultrasonic has been done before and i wanted to try something different.
