ML8511 UV sensor breakout outputting same voltage no matter what

I followed this: ML8511 UV Sensor Hookup Guide - SparkFun Learn tutorial exactly and the output voltage is fluctuating around 3V, even in the shade or directly exposed to sunlight, it just stays the same.

I hooked it up to the Arduino R4 wifi board.

Are there any possible solutions to this? Is the sensor faulty? (i used the exact sensor from the tutorial)

EDIT: I saw a post with a very similar issue to mine, and the only response was of someone saying that you need to solder the pins to the sensor. Is that true? I just used a breadboard like in the tutorial.

So that was the issue? A bad connection?

or no connection or intermittent or high resistance connection.

First solder the pins and try again

They didn't mention it because that they assumed it was obvious: you must solder the pins to the board.

The breadboard has spring-clips that are designed to (usually) make good contact with the lower part of the pins. But the board doesn't have spring clips, so it probably won't make good contact with the upper part of the pins.
