I'm new to arduino and I'm looking for a camera shield ($25-$100) for taking photos with my uno R3. Nothing super hi -res. Just some basic photos.

Don't know that you need a shield as such, just a couple of logic-level FETs or probably common NPN transistors would suffice to control the shutter release (including the pre-focus action).
What sort of digital camera do you propose to use? You really want one with the connector for a remote "shutter" release and you need a matching cable. I believe using the remote functions on GoPros is pretty popular. Alternatively, you could no doubt "hack" a cheap digital camera (certainly in the $30 to $90 range) to wire into the shutter button - they can be a bit fiddly to open up for mods though.
