PID algorithm to control flowrate through a valve

Hello, this is my first post here and I want to use Arduino to control the flow through a valve as in the photo
reel1
with a simple dc motor 12v (possible use L298N Dual H Bridge Stepper Motor Driver Board)
The flow regulates the desired speed of the irrigation reel (set point) which is measured by an inductive sensor (feedback as PID input).
Any idea on how to go about this?

6- build a test project (prototype) of reduced scale
7- test code in the prototype

8- bring all the above to the forum with details and your questions, and specifics of issues & concerns for taking the prototype to full-scale.

Note: in the opening post, you give no specifics other than a picture of a white box and the term "irrigation reel (set point)" ... very poor start at showing anyone you are remotely serious.
