pool laminar turret automation

I am a senior mechanical engineering student at NCSU and i am working on my senior design. We are required to automate the lid of the laminar turret in a range of 60 degrees of motion total.

Problem is as a mech e. i am not very familiar with micro controllers. My research brought me here even though i have never used Arduinos it seems like the right place for me to start.

Right now we don't have a lot of space inside the bucket to have a raspberry pi in there too. I was looking for a micro controller that:

  1. Has it is own simple processor
    -since there is not a lot of space in the bucket, it would be great to having to put a computer inside.

  2. Can be controlled wirelessly
    -since this whole system is enclosed in a bucket that is in concrete, i am trying to find a way to control and send signals to the microcontroller processor wirelessly so we can control it real time.

  3. waterproof housing
    -According to the setup, the controller might be susceptible to splashes. I am looking for a waterproof housing to it that won't get it to over heat and at the same time has openings for input and output.

If you know any products that can help me. i am in dire need of help. i can provide more information about the matter if anybody is willing to help!

Since the concrete bucket will have to have internal wire mesh for support, without and external antenna, RF remote control is a non-starter.
