I am very new to arduino and programming, but i work in home services and pretty much need a camera that i can put up a chimney about 40ft and send a decent quality live video to a screen at the bottom wirelessly. I can make a camera and a screen and everything but all the wireless camera tutorials i see require a wifi connection. However, going house to house, it would be a pain connecting that to all the different networks so i was hoping i could do it without wifi if possible.

Or you could take your own portable wifi network with you
There are loads of small cheap direct transmit cameras around, search eBay for 'Camera FPV'
Hard to see what this has to do with Arduino though.
An Arduino (or an ESP8266) doesn't have enough performance to work with video. A RaspberryPi or a cheap laptop would make more sense.
