Power Arduino with 24v ac/dc

Is it possible to create a voltage divider to power the arduino with 24 V AC/DC?

no. just simple take step down converter module.

First you need to determine if it is AC or DC, converting them is different. For DC you can use a buck converter. Try a resistor divider if you want but I expect yo will fry the Arduino or it will not work because of voltage problems. AC needs to be converted to DC, filtered, then adjusted, a buck converter would to it.
