It depends on which Arduino are you using. If you're using UNO, Duemilanove, Nano etc. you can use up to 12Volts on VIN pin

I mean, can i use a power adapter on the power jack that outputs lets say 10V ?
And then access this voltage somewhere else, too ?
If you have UNO you can use 10V adapter with barrel jack and you can access this voltage on VIN pin on Arduino

The jack is connected to Vin and a regulator. The regulator provides the 5v to the rest of the board.
