Pump system for my plants to not die

I have the water pump in the power so the timer is overwritten but otherwise no power is give to the pump

Is that good or is that bad?

I suggest the first places to check are -
the power, the pump, or the connections, closely followed by the code.

We can’t see any of them, so it’s up to you.

no the timer is used to keep it off for around like 2 days and on to water my plants for 5ish seconds

I have a timer set but it does not work

I have the pump in the gnd and 3.3v, the code says to plug it into gnd and 7 but then no power is given to the pump

Can you please post a copy of your circuit, a picture of a hand drawn circuit in jpg, png?
Hand drawn and photographed is perfectly acceptable.
Please include ALL hardware, power supplies, component names and pin labels.

Your picture shows you with two wires in the Uno R4 wifi. Looks to me like the 3.3V and Gnd.

Firstly, powering a load such as a pump off the Arduino is not recommended. You should use a transistor to switch the pump and the Arduino to tell the transistor when to allow current to flow across the transistor to power the pump.

What pump do you have? Is it rated for 3.3V? Most of the ones I've seen operate at 5V so that they work with typical phone charger style wall warts.

I chose 3.3v because 5v is too fast

Are you able to find the stall current of the motor driving that pump? Are you running it dry or in water? If water, is the water at the same elevation as the pump? Is it higher? Lower?

That pump is a submersible pump, meaning it MUST BE IN THE WATER in order to pump. You cannot have the pump higher than the water level and expect any pumping!

In any case, it's not advised to power motors from the Uno R4 Wifi. See page 17 here:

Power Supply
The board can be powered via the VIN pin, supporting a range between 6-24 V.The VIN pin is also connected to the DC-jack (barrel plug connector).
When powered via the VIN pin, you are using the onboard regulator to bring down the voltage to 5V, which means that the 5 V pin can provide up to 1.2 A. Keep in mind that this voltage regulator also powers the rest of the circuit board, including the MCU, LEDs among other components.
External devices with a high current draw (e.g. servo motors) should never be powered via the 5 V pin. It is mainly intended for devices drawing lower current such as sensor modules.
If you’re using the USB-C® connector you must power it with 5 V.
When powered via USB, you are bypassing the onboard voltage regulator completely. In this case, the 5 V pin can provide up to 2 A without damaging the board.

And I couldn't find info on the limits of the 3.3V regulator. Same thing though. You need to power motors from external power supplies as a best practice. Even if it works for a while, it may not over time, especially if the pump hits its stall current.
