  1. Yes. The servo library can use any digital pin. PWM pins are not required.

  2. Where did the (5-9.5m) come from? The volt drop you measured was 9.5mV. 9.5mV / 10 Ohms = approx 1mA through the resistor and therefore from the pin (I'm assuming the resistor was in SERIES between the pin and the servo signal wire because otherwise you're doing it wrong). So you're safe.
