So what i want to do is have a tube from my second story window to garage that would let me send stuff up and down the tube. Im thinking to get stuff up i could use a motor pulling a string by rotating, but i have to clue what to use. it would also encompass at least 2 elbow pipe turns

A pully-clothesline/paternoster... with a take-up spring.
What are the dimensions of the thingys? is the pipe already in place and if so what diameter is it?
Our supermarket used to have a system for sending bank notes from each checkout to some central office. A quick search suggests it may have been a pneumatic tube type system.
As far as I know, it was only one way in that the container that was placed in the tube always went from the checkout to a destination, but the checkout didn't receive anything.
I often saw a member of staff bringing round a shopping trolley full of empty canisters to share amongst the checkouts.
The banks around here also use the pneumatic tubes for the drive-up tellers. Looks easy to implement, but you need a good seal.
