I connect the uno rev3 up to the only com port I have defined but it errors out when I try to upload a sketch from the examples “Blink”
It says avrdude: ser_open() can’t open device \.\com4: the system can not find the file specified
I’ve done the com port reset to no avail. The port and board match - I do not know what file it is looking for.

In future, please do not post screenshots of error error messages (or code for that matter). Place the cursor in the output pane, press <ctrl>A to select all output, press <ctrl>C to copy and next paste it here, preferably using code tags (e.g. using the <CODE/> button.
The IDE also conveniently provides a button to copy the error messages.
