I notice there is a bar that gets longer and shorter depending on what post I put my cursor on. (Bottom left)
The bar does not respond to how old a post is , it also does not get longer if there is more replies.
So what does it do?
Does the length change depending on the length of the topic title?
Yes , I see now the bar correspond to long and short topic titles.
My bar has the topic title inside it.

I don't see the bar on my Android cell running the Arduino Forum app.
Anything extra installed in Chrome? Or some customisation?
I usually don't use Chrome but I don't see the bar you showed.
Like jim-p (Firefox), it shows the URL in chrome if I hover over a category.
It’s probably just a UI glitch or something specific to the forum theme. You could try opening the page in incognito mode or with extensions disabled to see if they’re causing it. It’s also worth checking on a different browser or device to figure out if it’s a local issue or something on the site itself.

I did install Fire Fox and the bar now shows the titles of the posts where I move my cursor, same as what @jim-p reported.
I am running the Forum in Dark mode , will see what happens if I change back.
I changed back to Light Mode and there is no bar anymore unless it is white on white but I don't see it anymore.
Hi @mikedb. It looks to me like the browser feature where the target URL is shown when you hover the mouse pointer over a link:
Mine has a pink background in the screenshot just because I have that color selected as the theme for my browser. The color shown in your screenshot would align with someone who chose a more aesthetic browser theme (probably including the default theme).
Of course that doesn't explain why only the top fraction of the bar is shown on your browser.
I changed back to Dark Mode and the Bar is gone , this very confusing!
When the Forum screen is minimized but still fills 99.9% of the Laptop screen I don't see the bar , there is about 3mm gap on top where the desktop screen is visibble.
When the Forum screen is maximum , the bar is vissible.
When minimized I see the same fade out last printing as in your screen shot on the far left menu.
"Stray characters" is a little faded.
Your screenshot in the opening post shows the same; check the item after ¨Deutsch¨
It is to indicate that there is more in the side bar.
I will switch back to Windows/Chrome and check if my experience with full screen is the same as yours.
I can not force what you observe, not by dragging the top or bottom border of Chrome (till Chrome expands vertically to take the full height minus the height of the Windows status bar) nor by using the maximise button. I always see the URL of the topic or category (similar to pert's screenshot).

After switching to Light Mode and back to Dark Mode the URL is now printed in the bar , I cannot simulate the event in the #1 post screen shot.
Win10.
Other pc , the URL is printed in the bar , also selecting different Modes does not reproduce the original blank bar.
So maybe it was just a Windows thing that resolved itself.
Browsers have been around for a few decades. They do exactly what the page code says.
