Like - you want a fan (the kind that blows air) to change direction so it follows a person in a room?
That's tough - there isn't a simple sensor that's easy to work with that will tell you where in the room a person is standing.

If you want to go the machine-learning route, then a camera and software that attempts to detect humans based on pattern, infared signature, etc, then make the fan point in that direction.
Otherwise, if you want to use some method where the person carries a transmitter or something, then some kind of position sensing method based on signal power detection/triangulation etc could be considered.
if you have a transmistte and a veriy directional antenna, you can have the fan follow the radio.
if you have a GPS on the person and one on the fan. you can have them talk and have the fan point to the location of the other location. this will be very accurate because when the military shifts the locations of points, it does in the entire region. so every point may be a meter north of the actual point. so both devices would be in close proximity to each other therfore have the same reference.
there are cameras that follow you as you run or surf.
there are drones that will follow you as you walk and ride.
I'm thinking a PIR detector would be the one for this.
But you will have to redesign the lens and circuitry.

For this, you need either a battery powered fan (and some damned big batteries) or a long extension cord.
Though what use the fan would be outside is a mystery.
