Like - you want a fan (the kind that blows air) to change direction so it follows a person in a room?

That's tough - there isn't a simple sensor that's easy to work with that will tell you where in the room a person is standing.

If you want to go the machine-learning route, then a camera and software that attempts to detect humans based on pattern, infared signature, etc, then make the fan point in that direction.

Otherwise, if you want to use some method where the person carries a transmitter or something, then some kind of position sensing method based on signal power detection/triangulation etc could be considered.

if you have a transmistte and a veriy directional antenna, you can have the fan follow the radio.

if you have a GPS on the person and one on the fan. you can have them talk and have the fan point to the location of the other location. this will be very accurate because when the military shifts the locations of points, it does in the entire region. so every point may be a meter north of the actual point. so both devices would be in close proximity to each other therfore have the same reference.

there are cameras that follow you as you run or surf.

there are drones that will follow you as you walk and ride.

I'm thinking a PIR detector would be the one for this.

Being that you're from Seattle and don't seem to have the capacity to understand that sometimes other people and places are different I can see how you might think that. Come down south for a little while and you'll see lots of fans outside being used to create at least just a little hint of a cooling breeze on sweltering summer days. We got a big one on the front porch right now. Between the heat and mosquitos you can't be out there in the afternoon without that being on.
