I don't know where you got those statistics, but they're off.
First of all, you can't compare the Chinese forum to the others like that because it started recently, indeed quite close to the announcement of the Seeed cooperation.
I do think that forum does have a slow start and just a handful of posters, so i'm interested (sceptic) in how that develops.
But the Dutch forum didn't have it's last post two weeks ago, nor did it have a new topic start that long ago.
I'm not sure about the other language forums, as i don't go there frequently.
In general, i think people from the Scandinavian countries are also taught English in school, like us the Dutch.
They seem to be OK in communicating in English to me, but of course as in our countries not everyone masters foreign languages well enough to be comfortable with it.
There should be a moderator indeed for each language, at least someone who speaks that language, and someone with some experience in forums would be preferable.

I don't think it, because the force Arduino is its sub forum.
What I criticize is the refusal to create a new localized language forum for reasons that contradict what really exists. I didjust point out the contradiction.

Did you ever notice that the top thread (and its last post) != the last post in that forum ?
Top threads are pinned threads, meaning they are pinned to the top of that forum, unless there are no such pinned threads.
As far as i know, all forums have pinned threads (containing at least instructions on how to use the forum, except for the Chinese forum which has to get such instructions as soon as possible).

I have no idea. I note that the Chinese forum only has 8 threads in total, with 6 being started by the same person (sonnyyu).
I seem to recall a similar request a little while back by sonnyyu: "Why don't we have a Chinese part of the forum?". After all, there are lots of people who speak Chinese, and China has a large manufacturing base of electronics. It seems a fantastic idea. However with only 2 threads started by someone other than sonnyyu, now it doesn't seem such a great idea.
I have no say in these things, but if I were a forum admin, after seeing that, I would be looking for expressions of interest by more than one person - a lot more than one person.
