7 segment 4 in with IC CD4511BE adn 74HC595

hi,

i am a newcomer, and newbie ofcourse,

i want to make real time clock with 6 pcs 7 segment 4 in, with CD4511 as a driver and 74HC595 for their COM,

but i dont get it, output voltage only 7-1.7 VDC, so 7 segment doesnt turn on,

please help me
